What's the Best CMS for Beginners?

There are lots of CMS available for the Web development newbies to choose from and that can be overwhelming. Beginners need to know which Content Management System will work best for their needs. Personally, a platform which gives users a simple experience while offering customization features is probably the best.
 
For Forums probably vBulletin or IPB just because it comes built in with a site builder. While for paid options I'd rather recommend Xenforo 2 for all the features that come from such a big add-on community however some css knowledge is sometimes required.

vBulletin 6 would probably be a beginners best option. I might get some arguments about that but setting up a Xenforo 2 site isn't hard but if your the type of person who wants to edit your site yourself a site builder is usually super reliable to some people.

I wouldn't say Xenforo 2 is hard to use though. Even if you don't have CSS knowledge it really is the best software you can get but just throwing it out there that vb and ipb have site builders and some people prefer that.
 
Wordpress is often recommend for blog owners. I think Xenforo is the best solution for forums(or if you want to run both on one site).
 
There is a page builder on softclous or what ever that cPanel add on called what offers decent html sites. But for CMS Wordpress is probably the best bet just don’t add a load of plugins and paid free themes.
 
Wordpress and blogger are the best cms for beginners. They’re designed for learning and developing your skills. Neocities and Nekoweb are also great.
