So, It all comes down to your budget and if it is something you want to do by yourself or maybe hire an expert to do the job for you. If you are just starting off, then look at SEO first maybe as a better option? by working on your main pages/categories and making sure your website is user friendly and easily accessible to the search engines. One thing that is inexpensive is time.

I do find that if you do the work yourself it tends to be far cheaper but it does take a lot of time, in fact can take months to years. On-going nonstop work. Of course SEO as it's free, until you start adding in your time then i'm sure in most cases PPC can really be worth it. But for most people SEO will do just fine.

I believe SEO is better than PPC. If you do SEO, you might not have to do SEO again for a long time, however, if you are doing PPC you will have to do it again and again. Once you stop PPC, your traffic and revenue will also stop. Unless you are promoting a product and want to drive sales on that product, PPC does not even give you ROI.

SEO can be free but simply paying for white-hat backlinks can be the real winner in the situation. Not much else I could say but SEO will get you more traffic then paying for ads but if your paying for an ad which a high traffic site it can also do wonders.

Regardless of if you're using PPC, you're going to have to invest time in SEO. It's not just for search engines, but for good page structures, human readable text (eg. no strange words that YOU only know), and the list goes on.

But if you're launching a business website, you'll need PPC to get your first set of customers. It takes time to rank keywords in search engines and I'm sure you'll want to start making money as early as you're able to.

Either way it's going to be a decent amount of money or maybe expensive to get any real results.    Anyway, for sure, you want to make sure the visitor comes back no matter what.  In that case, I'd look into getting their email and/or getting them in some social media membership.   Well, there is also bookmarks.  If you're site is attractive enough, it could get bookmarked.

What really matters, is the starting first. Their is nothing seems easy, in order to succeed in a website management, the webmaster should devote time, monetary resources in order keep the website traffic high.
