Anyone use emulators? VBA is one of them.
You should give Retroarch a try. They basically got every single emulator built into a dashboard and will run just about anything including what you listed all from one setup. You can download box art at the click of a finger too. A lot of people are modding their PS1 with a mix of Retroarch and something called Bleemsync. Would be worth a look. Anyway it's probably the best emulator setup you can get and it's free. Is for iOS/Android and also Windows too.Yeah I use a few like Project64, PCSX2, ePSXe and Dolphin Emulator.
Does it have mouse support? For games like Goldeneye and Perfect Dark are a must since it's hard to configure the stick's resistance. You should give Retroarch a try. PS4 controller would work just fine I think. Just plug it in to your computer. You may need to tweak Retroarch if your using that. I don't use it myself but if you want to you can't get in trouble for using cartridges. Just don't be using any disc games, that's illegal. Cartridge roms have no law tied to them except for lawsuits if you ever had one. But yeah a PS4 controller would work. How do you find the controller for the emulator?
