They are not against welcoming others to come stay with them as long as you are going to obey their rules.
 
Probably , Russia is operates under communist system but elects their leaders through Democracy.
 
Russia is officially classified as a federal semi-presidential republic, which theoretically operates within a democratic framework. However, in practice, the democratic nature of Russia is highly contested due to significant deviations from the principles of liberal democracy.
 
Russia is not a Democracy. They do have elements of democracy as there are political parties and elections are held regularly, but in reality they have pseudo democracy.
 
Russia is not a democracy in the true sense, but its a procedural democracy.

However, why would anyone like to question their system when it has worked well for Russia and the demand for a transition is not a vocal demand from within Russia?

What one should understand is that democracy cannot work everywhere and at everytime.
