I am in the plans on writing and publishing a book on the comparisons of constitutions across the world. The most important question I ask myself is how may pages should constitute a chapter so that the reader dont loose the momentum and interest?

Based on the many books that I read, I find that a chapter having more than 20 pages would be branded as being too long. For voracious readers, finishing a chapter works like an incentive to keep going with the book. What are your thoughts?
 
My thoughts are 30 pages which is what I believe should be standard where once in a while you make a chapter 10 pages every so often so the reader doesn't feel like he's fish hooked but can feel rewarding when getting to that chapter with the 10 page. I remember that's how the Harry Potter books were and I read all 7 of them. When I'd get to a chapter with only around 10 pages I would feel rewarded once it was finished.
