Without a doubt, game modes are secure. The modes can be changed to suit the user's preferences. You can modify the damage modes in shooting games, for example. Furthermore, game modes provide you a new experience because the aesthetics and game settings are completely different. You may also alter the options for eye protection depending on the time of day or night.

Well it's an easy way to get banned. So long as you know what they are doing I would say they are completely safe. As long as you don't want to get banned I wouldn't use them but if you have an older Original Xbox or an older console then that's different.
