Anyone know of a good text-to-speech program for Windows for video creation?

Does anyone here know of a good text-to-speech program for Windows, preferably something that can output the result as a .wav or .mp3 file? I need something for reading stories for a Youtube video from a block of text where I can save the audio result as well as possibly tweak the voice output.
